Hard Drive Swapping Problem

I softmodded my xbox the other day and everything went fine. I then decided to put a 160gb western digital hard drive in so I went through the process of copying all the files from my modded hard drive to a cd to put on the new hard drive. The c and e folders copied over fine and created an f then I locked the hard drive with the eeprom. I stuck the new hard drive in the xbox and the original green xbox thing pops up first like normal and then the open button flashes red and green. I have softmodded two other xboxs with no problem. I don't know if this is because the hard drive is bigger than 137gb or what but i can't get the new hard drive to work.
