To burn games to do you mean?
High quality DVD-R or DVD+R disc such as Taiyo Yuden and Verbatim.
Depending on your ps2 version it might favour + over - or vice versa.

With my v12 Slimline, I have had the most luck with +R's. I ran into bad luck even with TDKs but they were -R's and so far the flawless backups have been on Memorex (I know and already switched) along with Maxell.

Phillips should work just fine. A lot of people on this site use them and they haven't had any problems yet!

Some people end up having luck with Memorex. I used them on the first 20 (or so) backups that I made and they worked flawlessly. Didn't want to press my luck with the laser, so I switched to TY.
