I can't find VFAPI Mpeg-2 Plugin for TMPGenc

Hello

I'm trying to download the VFAPI Mpeg-2 plugin for TMPGenc but I haven't found it. The only website that I have found is in japanese and I can't understand a word.
Can somebody help me?

If you check out the software section of this site you can download it using the link on here or I went to that japanese site and right at the top there was a link for the plugin. It took me to another page which again, right at the top was a link to download the plugin.
