PSP cannot detect my Mot V3

I have a razr v3 through Cingular. I am running on Win XP operating system.
I have Motorola Phone Tools 4.0.4b and it works fine (does not cover Java apps, games).

I have PST (7.2.3_GENERAL) installed and MIDway_2.8 installed to load .jar/.jad games.
I have instructions for using PST to open a new KJava window and ?read phone?, but the phone is never detected in the read.

I have tried unplugging and replugging the phone during detection and even pwering down/up (that does not work anyway because the powerup sequence takes too long).

One clue may be that when I plug my phone in, a Motorola USB Modem shows up in my PC Device Manager under modems for about a second, then disappears.

Any help?
