The next PSP outing for GTA will be in Vice City. There will be pilotable helicopters. Unknown about aeroplanes. There will be an infrastructure mode. Will only work on firmware V.3.00. Prawn Island will be much bigger. In 1981 there was a small earthquake which resulted in prawn island being so small. You will be able to buy clothes and eat like in san andreas.

i read in my PSW mag bought this month that the next GTA game for psp is rumoured to be set in vice city

the key word there is rumoured
nothing about anything you said above though

done a little search with google and there is no "official" news at all on the next GTA game - just a load of
the next GTA should have threads

2.70 and 2.80 will be released in April and July. 3.00 will be released sometime after that.

It's a bit obvious that they will bring something out to so with GTA since it will make them even more money as does anything with the GTA tag.
