Need iDVD help. Can you dub voice over at all?

I'm using Tiger and have the latest iDVD running. I can see how to drag all my pics and movies and sound bytes over to iDVD in the corresponding folders. How do I Dub voice over all that? It seems that only one sound clip can be used per folder. Do I need a better application for what I'm trying to do?
