I recently converted a divx to MPEG2 for the first time using TPMGEnc when it was done and i viewed the item fullscreen on my comp (i hadnt made it into a VCD yet) I was getted with a picture that looks something like this.

Will burning this to VCD fix this or is there a setting that I on the wrong value that mad it this way?

You created an SVCD standard video, right? THen it's normal to have a tall looking video. The DVD player will strech it to its original proportion.
