DVD recorders- international NTSC vs. PAL question

I have an international question about DVD recorders.  I have phoned a few stores to ask this question, but are getting different answers, and wonder if the answers we are receiving are based on what they want to sell us!

We would like to purchase a DVD recorder, both to use in place of a VCR (to
record TV shows, etc), but more importantly to burn DVD home videos of our
young son to send to family in the United Kingdom and Hong Kong (both
using the PAL system, while we are the NTSC system).  What equipment do we
need to do this?  We understand that the DVD -R recording format is the best
quality, so do we just need to purchase a DVD recorder that records in the
-R format?  Some people have said that we have to purchase a converter
machine as well.

Any light you can shed on this is appreciated!
