Long story short I downloaded a movie, copied the VOB etc. files to the dvd and after tyring the movie in my dvd player it came up as PAL format. What is the easiest way for me to convert the movie to NTSC format with the dvd ready video files (in the VIDEO TS folder)?

Are there any special instructions? Which method should I be picking? And I did not see anything pertaining to changing the format to NTSC.

I made a mistake. I meant to say Nero VISION.

On the Import movie screen, click on More then Video Options.

When your done with that screen, you can make a menu (if desired).

Before you start to export, it will say something to the effect that the video contains more PAL and if you would like it to be PAL. Say NO.

When it's done, your movie will be converted from PAL to NTSC.

Any more questions, feel free to ask.

How about when I am dealing with .bin/.cue files? I have a variety of PAL to NTSC conversion programs to try out now, but none seem to recognize the format to open it up.

.bin/.cue files are something totally different. They are a form of an ISO file, and are actually complete images of a directory.

These types of downloads are usually a VCD or SVCD (meant to be burned on a CD).

To open them, you would need something like ISOBuster (pay for program) or VCDGear (free). You then extract the MPG or DAT file and convert it with Nero. Note: if it's a DAT file you can rename the extension to mpg without many problems. To start out with, I would recommend VCDGear as it does the conversions to mpg automatically.
