Error 13 states that the dashboard failed to load.
This could be either a hard-drive error, or most likely a missing or corrupt system file.
I,ve had a similar problem with a softmod. you should be able to solve it if the console s chipped.
re-flash the chip bios. with a valid bios.
if its a version 1 to 5 you can use most bioses. version 1.6+ consoles need a M8_16 or similar.
