What's the easiest way to temporarily disable non-essential programs and background applications while running my video-editing software? I have winXP SP2, an AMD Sempron 3000(1.8 ghz)with 768 mb RAM and the software uses every last bit of the cpu's power.

Well you Shut down everything in your Task Bar and then go into your "Task Manager" and Shut down any Un-needed processes but you Better Know what you are Shutting down when doing it as you could Shut down essential windows services.....

Most editing Software will use up 100% of your CPU Power when Rendering/Encodeing but it should use up very Little when the program Runs Idle Like when just setting up your Project and adding effects....

Also your CPU is a Bit Slow for some of the Higher end Video editing programs Like "Adobe Premier Pro" recomends at least a 3ghz CPU with HyperThreading and 1gb Ram, and Canopus Edius recomends a Dual 3ghz CPU with 1gb Ram...
I know the "Sempron 3000+" sounds Like it is a Fast CPU but it isn"t as it is about the same speed of the Athlon XP 2400+ accept the Athlon XP had More L2 Cache which is what seperated the Athlon XP from the Duron and Sempron CPU"s......

What editing software are you useing???

P-4 2.6ghz (Overclocked to 3.2ghz)
Abit IS7
1gb Dual Chanell DDR 400mhz
Zalman CNPS7000-CU Cooler(Modded with 50cfm Fan)
XFX Gforce 6600GT 128mb GDDR3 (500/1000)
Pinnacle DV500 ADVC Editing Card
RaidMax Scorpio ATX Case + 5 Led

Yea, I know the "Sempron 3000" sounds impressive, but it's only 1.8 ghz, I shoulda opted for the Athlon 64 cpu. I got a K-World PCI card video capture device and I'm using it to copy my VHS-C tapes to my pc to burn to DVD. It came with Cyberlink PowerProducer 2 Gold software, it seems to be fine for basic video editing. I am actually using my WD 80 gb external USB 2.0 hard drive as the storage device, I didn't think it would be fast enough but it works fine.
