How to Rename the Recycle Bin
To change the name of the Recycle Bin desktop icon, open Regedit and go to:
HKEY_CLASSES_ROOT/CLSID/{645FF040-5081-101B-9F08-00AA002F954E}
and change the name "Recycle Bin" to whatever you want (don't type any quotes).

Well, and don't this this the wrong way but since the title was How to Rename the Recycle Bin, that would be the point. Some people may prefer "Trash" or whatever, I don't know.
If you like yours the way it is then FOR YOU, there is no point...for others, there may very well be.
So, I ask you...what was the point of your post here?...Mine was pretty clear in title and description.

Right-click desktop>properties>desktop tab>Customize Desktop. From there you can change the empty and full icons.

What do I rename?
I click on {645FF040-5081-101B-9F08-00AA002F954E} and I see 5 sub folders: DefaultIcon, InProcServer32, Shell, shellex, Shell Folder. In the right window the only name I see as Recycle Bin is the top REG_SZ file and the name is under data. If I right click and click modify I see Recycle Bin as a vaule. I rename this and refresh my desktop then the name under the recycle bin icon disappears. It disappears when I change the main folder {645FF040-5081-101B-9F08-00AA002F954E} also.

You went too far. Just click on the "645FF" line, don't open it. You should now see something like this:
From there, double-click 'Default' and change the value data.

@DVDBack23: If just changing the name didn't work, go back into the "645FF" line, select the 'Shell Folder' and change the first number chunk under 'Attributes' to 70....so, it should read something like 70 01 00 20. (This is for all types of WinXP)

Yes, I have that renamed to F****n' Trash Can and on the desktop it still reads Recycle Bin.

Not to belittle you, but have you tried refreshing or restarting your pc? Sometimes, that is what's needed to take effect.

Yeah, that's my OS and it works fine. Mine is renamed...well, better not say! :)
[Edit] Here is another way to do it: http://www.annoyances.org/exec/software/rb_ren. It contains the registry keys needed to rename, delete or restore the recycle bin.
