thats the CPU throttling. most laptops have this feature so as to prolong the battery life by lowering the amount of power the processor needs by making it run slower. you will notice this doesnt happen when the laptop is plugged into the charger.

you can turn this option off in the bios and while your pc will run faster when running off the battery it wont last as long.

Thanks for the advice! Complicating factor (as always): it does the same when hooked up to the juice (or maybe its the electricity dudes that wanna save some bucks here...).
So please help me, it feels like I overpayed 66% on this HP NX7010 laptop....

check in your bios for that throttling thing as it could still be affecting it.

if the throttling is already set to off then id get intouch with the place you bought it form as the laptop may not have been setup properly internally (i.e they didnt set some jumpers on the mainboard or something) whatever you do dont try taking it apart to find out though as that will void any warranty you have

changing from XP home to Pro shouldnt have affected your processor speed at all.

unless its that CPU throttling then i havent got a clue what could be causing the issue.

let us know how you get on in any case
