hey is there any device like external that will let me transfer my vhsc videos to my pc without installing cards in th pc?

Yes there are External USB and Firewire Capture devices but the Firewire Ones are Very Expensive and most of the USB Ones Suck unless you get one that uses Hardware Compression Like the "Hauppague WinTV PVR USB"......

Generally you will get Better Performance and Quality from a Internal PCI Capture Card and they are also cheaper than USB devices and Installing a PCI Capture Card is as easy as Tyeing your Shoes and about as Quick.....

Yes, Installing a PCI Card is Very simple....If you Open up your PC Case and Look at your Motherboard you should see a Number Of slots on the Motherboard (usually 3 to 5 with a Different type ot Slot at the very top which is the AGP Slot) and most of these Slots are PCI slots and there might be an AGP slot at the very top but not allways....

You Basicly just Slide the Business end of the PCI Card into the PCI Slot till it is Seated Snugly and evenly and securely and you then Put in a small Screw that secures a Bracket on the card to the Case and that is it, You would then access the card from the Back of your PC....

If you are to scared to try this you can Take it to a shop and they could do it in about 2 Minutes and for Probably $5 or $10 or even Free.....

You should really learn about what is inside your PC because it is easy to learn and it will save you a Lot of Money and Trouble in the Long Run because you will then be able to Fix and upgrade your PC yourself instead of Paying someone else to do something that you could easilly do yourself...Once you Learn the Basics you could even Jump right in and Build your Own PC from Scratch and save a Lot of Money and have a Better pC than anything DELL or HP could make....
