PSUL error

I have used Psul and PsoLoad int he past with no problems to test gcars. After a long brake from it, I want to load up somthing to my cube using Psul. Now I keep getting this error
"DNS Server Error > Can't bind socket." I have no idea what this means and have never seen this before. Does anyone know whats causing both PSUL and PSO load to give me this error.
