You mean you downloaded something and it is packed with 7z? Just right click and extract same as you would for any other archive (zip, rar, etc.).

get WinRAR.

a .7z or .7zip is a zipped file that WinRAR can open. extract the files and you the rom files are inside. (these are usually .rom .z64 extensions)

the .7z format wont open into pj64 without first extracting the rom files
