is it true that you can play ps2 games on a modded xbox i dont know why im asking because mostly every game available for ps2 is available for xbox but w/e i just heard you could

No, you can't - there are emulators available for PS1, GBA, SNES, N64, mame, etc., but there is no emulator available for PS2 games to run on an xbox, and there probably never will be - maybe on an xbox 360 someday, but the xbox processor won't cut it for ps2 emulation.

Can't run Gamecube, Dreamcast or Saturn on XBOX either.
