I dont want to use overuse my burner so i was wondering if it is ok for me to decrypt and encode with my dvd rom and just use the burner for the burning....or will that reduce the quality or something?

That's actually the best and fastest way to do it, use your DVD-ROM drive for ripping/transcoding and let your burner do the rest.
