Any pro-authoring program can do this actually. What you do, is create a full motion mpeg-2 (which im sure you have done), then create your button overlay. I've done this with dvd Maestro and Scenarist, and it should be able to be done on all of them. For example in Maestro, there's an option to drag a slider to a point where you want the buttons to be accessable. The point in the mpeg-2 before this, I made an intro and then had the buttons pop up after. This is the point where i set the slider allowing the user to access the bottons only after that point. It would then timeout and loop at the end from that point as well, not playing the intro again. Very handy, below a picture.

I hope this helps you.

I'm not sure about importing it. But, I gather from the DVDlab Pro website that it has this feature.

Delayed menu buttons
We added delayed menu buttons for motion menus so you can create motion menu with a loop point for seamless transition from intro. This also works together with Render Motion where you can now specify an intro effect.
