Helpctr Doesn't Show Up In Services.msc

I've been going through a lot of trouble with the helpctr.exe. Finally I got the registry fixed so that's all good. Now someone told me I have to go to services.msc and look for Help and Support on the panel and click restart service. The problem is it isn't on the list and I don't know how to add it onto the list. Can anyone help me?
