WHEN I USE DVD SHRINK AND DVD DYCRYPET AFTER BURNING THE DVD I PLAY IT AND IT LIKE PAUSES ALOT THRU THE MOVIE I HAVE TRIED MANY DIFFRENT DVD+R USE A PLEXTOR DVD BURNER WORK FINE BEFORE NOW GET ALOT MORE ANY INFO WOULD BE GREAT

The freezing up and/or skipping is usually associated with poor media quality or just simply burning the backup too fast. The other possiblity is a media/player incompatibility.
The first thing you should do is to check with the player's manual to see what media type its designed to play correctly.
The second thing you should try is to burn at a lower speed, start at 4x but no greater that 8x.
Try other brands of media like verbatims (japan manufactured)
When was the last time you checked to see if your drive's firmware is upto date? You can check here:

As a last resort you can try booktyping the disk as a DVD-ROM. This can only be donr to DVD+R media if your burner supports it. Here's some info on it:

Just a small correction. Most verbatim media is manufactured in taiwan. Some is made in singapore. There are a few verbs made in japan but these will code out as taiyo yudens and are not available in the states. As a rule of thumb though always try to find media made in japan. Verbatim and ritek are the exceptions.

If it's a media issue, I've had the best backups with Fuji Film +R DVDs (non-printable).
Also, don't use labels. Just permanent markers.

The compression ratio could also be too high, try using some of the AEC controls and Deep Analysis.

What kind of media are you using? What speed are you burning at? Are you putting labels on the backups?
All of these things can cause playback issues.

if i have a dvd back-up that is skipping or freezing, can i re-burn that same dvd at a slower speed and get a good copy....As i dont have my origionals at this location...or should i wait

I havn't really had anyproblems w/ lables....i've also tried all diffrent types of media, and my movies still skip sometimes near the end, and i did try going lable-less, they still skipped, i think this can be an impossible error to fix
