Hello, I've been struggling to find an answer to this, but haven't received a straight forward one yet... even Wikipedia.org didn't clarify it.

1. Is central station only available for PAL and not available in north america?

If the answer to the above is yes then...

2. Is it possible to run the PAL Network Access Disc, or get to Central Station from north america using a NTSC PS2?

I've heard it's possible to play out of region games via chips, but I've also heard of difficulty using a chip while being online (due to DNAS).

ALso... becuase this is off topic nobody has to answer, but does anyone know of a way to browse the internet w/ a PS2 in North America /usa WITHOUT using Linux?

I've been searching around for a clear answer for 2 days now... I guess it's just best to post to get my questions answered.
