CD-RW read/write Problem

Hi, I have to dell Dimension E310 with a tsstCorp CD-RW Model number TS-H492C. It is a CD-RW/DVD-Rom drive, But it won't read blank CDS and it is not recognized as an CD-RW drive in any Burning Program(But windows sees it as one). I have tried flashing the drivers and had no luck. Any Ideas?

My friend just got the dell in January. So everything is new I just thought I would come here before I contacted Dell Customer support.
