Extracting *part* of a VOB file

Is there any software which allows you to take part of a VOB file (not the whole thing) and save it as a normal MPG file (after asking you which audio track you want)?

Basically i'm editing something and some of the footage i need to use is on DVD.

I can record the video into my PC using analogue inputs (composite/S-video connectors) but obviously, if there is a way to do it digitally, that'd be better.

If there isn't any software that can do this - i can already rip the whole VOB file using DVDdecrypter but i don't know how to turn the VOB into an MPG that i can use in my editing software (Adobe Premiere or Ulead MediaStudio). How could i do this? How do i select which audio tracks to keep from the VOB?

One last thing.... i've used VOBrator to view VOB files but found it to be unstable. It crashes a lot. Is there anything better?
