Is there a way you could put 2 compressed DVDs (cloneDVD etc.) on one dual layer DVD? Like, when you pop it in it gives you a menu to choose which DVD you want to watch then take you to a menu for that DVD...kind of hard to explain but hopefully youll get it.

This can be done with software like DVDRemake Pro easily. It has the option "tools=>merge Discs".

I normally merge DVDs with authoring software like DVDLab Pro, DVD Maestro or Sonic Scenarist. DVDLab Pro is more than enough for what you want and it comes with a 30 day fully functional trial.

You can also try out freeware like DVDAuthor GUI. It looks to be pretty good and easy to use. You will need elementary streams though. You can get those from DVD Decrypter in IFO Mode. Enable stream processing and use the "set all - demux" option to Demux (split) audio and video. However, do not forget to set file splitting to none.
