I recently tried converting a hardsubbed AVI movie to PAL DVD and noticed that it was too wide for the (4:3) TV and the subtitles were getting cut off on the sides.

I read that the solution would be to resize the video and add borders around it...but I'm not sure on how to go about doing it. It seems that people use fit2CD and avisynth but they make no sense to me. I'm an absolute newbie to this.

The video size is 720 x 400. What should it be resized to? What procedures or settings do I need to be aware of?

I have the programs TMPGEnc, VirtualDub and MainConcept for encoding and TMPGEnc DVD Author and NeroVision Express for authoring.

Your help would be greatly appreciated.

TMPGEnc can do this easily. The thing you are trying to do is to add borders to the sides so that the borders get cut off instead of the video or subtitles.
First off I'm assuming from the size that the video is widescreen. If so, what you need to do is open in TMPGEnc and for the size in the "video" tab choose 720x480. Then in the "advanced" in the "video arrange method" dropdown choose "center custom size". For the custom size values enter in 704x400. This will reduce the video a bit, and add borders on all sides. Encode this and now you should have video that will look right on your TV. If the sides are still cut, you can try using 696x392 for custom size to make the side borders bigger.
