Getting burned VCDs to fit properly on TV

I've tried various settings while encoding (4:3,1:1,) etc. but it always ends up going off my TV screen when I play it back on my DVD player. I wouldn't mind so much if it wasn't the fact that it's anime and the sub titles are what's getting cut off.

Is there a way to fix this? It's NTSC, btw.

Click setting and click the advanced tab, change video arrange method to "full screen (keep aspect ratio)". Now try.
