Patching PAL game to NTSC without gameplay speedup?

I have a Matrix Infinity chip which will let me run PAL games while putting out a 60Hz NTSC signal (my TV is NTSC only), but in the process of pushing the frame rate 20% higher, the game gets 20% faster which really ruins most action games and causes synch problems, etc.

I've never been quite clear on what the PAL-to-NTSC patching utilities do. Do they do basically the same thing as my Matrix chip (just force the game to sync to 60Hz, and offset y position), or do they actually alter the timing of the game as well? Is there any way to get a PAL game to output NTSC, without the game speeding up?
