is there anything out there that can copy and burn a sony dvd proteced dvd?

this is not the right section, but yes.
DVD Shrink is free and can do it, all you need to know is the region of the DVD Movie. Which in the US is region 1

or you can pay and get AnyDVD which runs in the system tray and removes the protection.

This is because people are allowed to make a legal back up of DVD's that they own.

If by "sony dvd proteced dvd" you mean a disc protected by ARccOS you'll need Any DVD, or Fab Decrypter or PgcEdit and the ARccOS plugin. PgcEdit and the plugin are free, the others you pay for.
