Can an existing complex DVD menu be edited?

Here's my dilemma. I received a messed up DVD from a friend. He lost the original menu during the rip and then authored an atrocious menu in Nero that doesn't even work. I've convinced him to re-rip the DVD and email me the original menu. So now I have the original menu and the original VOB's but they don't seem to line-up, meaning that when I click on a particular clip in the menu it loads a different clip or just craps out all together because it can't find the proper VOB. Is there any app that will let me edit the menu and go through each "button" and point it to the correct clip? Any help would be greatly appreciated.
