best way to covert a downloaded movie in .avi format?

I am very new at downloading and would appreciate some advice on what programs to use on downloaded movies and the best formats to burn them in....svcd, vcd, or dvd. thanks for any help offered.

DVD2SVCD with CCE SP, VBR encoding, produces excellent quality! Of course the quality will depend on the quality of the avi itself!
