Hi, I am a New Orleans evacuee and I recently went back home to get some footage of the devistation. Now I have 30mins of amazing footage. But I actaully need pictures(which I didn't take). So now I need to know exactly what programs I need to take still shots from the video.

Well assuming you just shot in SDDV then you have three problems.
1) The video is only 720x480, so that is all your pictures will be.
2) As per above, the pixels are not 1:1.
3) It will be interlaced.

I would suggest VirtualDubMod. You can setup filters to resize and deinterlace. Then just use the snapshot feature to save the frames you want.
