I emeiled Motorola and here it is
Every time I download mobile phone tool deluxe 4 it unrars as 3.11 version

Unfortunately there is no option to unlock the phone, since the phone was made to the specification of the carrier. The Motorola Phone Tools software performs a scan in the phone to determine what options are available with that particular phone and displays them in the function pad.
Motorola manufactures phones to the specifications of each carrier. As a result, carriers may make changes to a phone, or may ask Motorola to make changes, when it is programmed or serviced, for use on their network. Because of this, the use of certain accessories with your phone may differ, and functionality may vary from carrier to carrier. If a specific feature advertised, by Motorola, is not programmed into your phone, or usable with an accessory, please contact your carrier for feature availability through their network. So now I need to learn how to unlock the block put on so I may use Motorola phone tools.
Help someone, if you how to do this, contact me, I am at a brick wall and am ready to send it to one of these companies and pay to have it unlocked.
