Is there a way to play NTSC ps2 games on a PAL ps2, via HD LOader?

you can always patch the image with NTSC2PAL patcher but depending on which version loader your using some have a carrier force built in.

best method is get a good mod chip installed

Swap Magic will load both formats too without conversion, but there will be a little screen cut off due to the different screen rates.

If your TV doesn't support both it will not work and you will have to use a conversion program.
