What is the EEPROM for? Is it if you get banned on live and you replace it with an un-banned EEPROM. Or does it have something to do with locking and unlocking your hard drive?

yes it is the key for xbox unlock the hdd. Also bungie ban your xbox by tracking the eeprom. You can replace it, you also have to unlock and lock with that eeprom.
