trouble with TMPGEnc

Hi there I am new to this, so please bear with me. When I am taking my AVI file and trying to encode to MPEG-2 with TMPGEnc it will not let me adjust it to the suggested 95-97% of the disc. It keeps my % at over 200% of disc. How do I get it to around the above mentioned mark, so it will fit on the 4.7GB disc?
