DV to DVD: maximising quality

Can anyone advise what is the best route from DV to DVD to preserve maximum quality? If I edit the dv-avi in Premiere or whatever, does it reapply the dv codec every time I save?

Converting to mpeg involves recompression (and some loss in quality), but does the muxing/demuxing process in itself involve further loss in quality? As I understand it, you typically demux the dv-avi, remux it into an mpeg stream, then demux it yet again so that it can be muxed back into dvd compliant VOB and burned to disk.

Or is there a better way? Also, if you want to edit your camcorder video, is a dvd camcorder not the best idea given that you'd need to demux the vob files before you could edit it?
