digital artifacts when rendering in DV?

Been having this problem lately, I'm working on a pc and I capture footage from my dv tape. It saves it as microsoft dv in avi format. When I render the footage out in after effects to quicktime dv, these strange digital splotches appear all over the video. The weird part is if I play the file in quicktime player it appears fine, but on a mac, or if I bring the video into after effects itself the splotches appear. I've tried other formats in quicktime- animation, sorenson etc. and it's all fine actually but just dv does it. I never used to have this problem so I can't really understand it. Any ideas?

Thanks for any help- nobody can really explain this, I've tried several places so any ideas I really appreciate
