How can I do DVD to DVB including AC-3 and Subtitles?

I want to convert a segment of a DVD to a DVB bitstream for testing and want to have AC-3 audio and bitmap subtitles in the stream. Is this possible starting with a DVD that has subtitles and AC-3? If so then how? If not then any idea where I can get my DVB stream from?
