Error 13 means your dashboard failed to launch.

How do you have your Xbox modded?

Soft modded with mech assualt but my linux files are gone so i cant jus putthose back on there

Did you try starting your Xbox up and then eject the DVD tray right after you turn it on. It should let your softmod boot up where you can reinstall your dashboard.

If that dont work you can try reinstalling the softmod.

Or

you could go to Xbins and download Slayers auto installer and use that to install the dash back on it. If you dont know how to get on Xbins a link below will show you how.

Hers the thing i have no dash and i have the auto instller it wont run the auto insatller i dont think i have the slayer one tho should it run that

It isnt complicated if you follow the directions. and no there is no other way unless you search for it yourself.
