PAL VHS to NTSC File

This is probably a stupid question....but I have some PAL VHS tapes that I would like to put on DVD. The problem is my multisystem VCR died and I really don't want to spend the money for a new VCR or converter. My question is....is it possible to play a PAL based tape on a NTSC VCR and feed it into a PC with a TV tuner card? Then, some how convert the file so that it is viewable. My guess is that it's not possible, but thought I'd ask. Thanks in advance for any advice.
