Error Loading Nav Pack (using pgcEdit)

when attempting to copy new special edition (The world is not enough) 007 film I get the following error

Error loading Nav pack from

"C:\TWINE\Video_TS.VOB"

at sector 62321 (infile0:
Not enough data retrieved (o bytes)

My current method of backup these days is to use pgcEdit
which incorporates VOB blanker,Fix VTS and DVD Dycrypter
Then I use DVD Shrink to compress the file and Nero to burn the disk

Its a long process but seemed to work well until this disk.
I think there is some new version of ARcoss. Anybody have a solution for this yet?

I was finally able to get this working by using the latest DVDFab and then FixVTS on the files instead of using Pgcedit
