This is all you need to know
1. Go to Network Settings > Infrastructure mode in your PSP. Create a new setting (recommended) or edit an existing one.
2. Choose a connection name (maybe something like 'portal' or 'hack' so you know it's not a normal connection).
3. Enter SSID and Encryption options for your wireless access point (AP). If you don't know these, I can't help you.
4. For address settings, go down and choose 'custom'.
5. For IP address settings, choose 'automatic' (or choose another option, if you know that your AP requres it).
6. For DNS setting, choose manual.
7. For primary DNS, key this in (actually scroll it in, v. annoying): 67.171.70.72
8. I left secondary DNS as 0.0.0.0, so if this dude's DNS server goes down you'll know the hack isn't going to work.
9. Proxy server: Do not use
10. Confirm & save.
ALL SET??? Now...
11. Boot Wipeout Pure. (Wait... wait... wait... click through stuff...) Get to the main menu, go down to Download.
12. OK to ESRB notice. Choose the hacked connection you just set up.
13. You're there! If you can't figure out what to do from here on you're absolutely hopeless.

Well, okay, some hints on the buttons.
X: Follow link / input text box
[ ]: refresh
d+pad: scroll / select link/object
L and R (shoulder buttons): back and forward, respectively
Start: Brings up a menu to go back to home page or exit browser.
Remember to only use your hacked connection with the Wipeout Download utility, or your PSP won't know what the heck is going on.
