Yes both people need to have the same game in order to play against each other.So if you want to play your friend he needs to have the same game as you.

Dont use caps all the time mate or u could be banned.
Not all games require u to ave the same game in each console, like Burnout Legends u can upload a demo to your mates PSP an play two player with only one disc, but not all games ave this option.

if i am correct you don't need the same game, you can do it with one umd disc.
one person starts it up waits for someone else to join, then you pass your friend your umd and he starts up and joins your race or w/e and then you can play online and with one disc
