i have bought a brand new psp which has FW 2.0 on it. Can it be downgraded safely?
It seems that everyone who downgraded, first had 1.5 which was updated to 2.0

Yes you can downgrade safely. There is a tutorial here: http://www.psp-hacks.com/psp-downgrade.php . This has been posted many times, use the search function next time.
