Reducing the encoding quality of a video?

When i do a VCD they ask me to reduce the encoding quality in order not pass the 700 Mb limit of the cd-r. I use nero7 but i can't find the way to do it. There is the edit part where you can even cut part of the videos, but how do i reduce the quality?
