Yes I am putting it to VCD Its not working man!!

all the programs i've used do this, I've burned the VCD, i can read all the files off the CD but the VCD player just stalls reading it and then freezes, i've tried the VCD in both my computer.

Another thing, when i rip the MPEG from the Bin file, and use VCD creator it says the INPUT IS PAL, and it tells me the selct the output, and my only choice is PAL, but you can continue burning the VCD without selecting the output, Would this work on an NTSC VCD PLAYER, and would the DAT file on the VCD image be foramtted for NTSC or PAL??

Well some dvd players can play both pal and ntsc for vcd but perhaps yours cant, what you'd need to do is completely re-encode the file im afraid!
