New at burning DVDs

I just bought a new computer that has a DVD DL drive. I downloaded DVD Shrink and was able to copy a DVD to my HDD. I can't figure out how to copy back to the DVD DL. Do I need NERO, or is there a better software? Is there a software that will decrypt and burn from DVD to DVD? Any help is appreciated.
