What firmware do you have? You have to have FW 1.0 or 1.5 to play retail games off your memory stick. The way the folders are arranged are normal, you should put them in your memory stick. Then insert a UMD and go to GAME-->Memory Stick, scroll down to the Generation of Chaos Icon and press X.

i have firmware 1.5, but i tried loading the game and the screen turns black. i tried it with differnt iso loaders, but none seem to work and my psp ends up freezing. should i try another game? cause i thought you HAVE to have iso files to play.

You don't use any ISO loaders, just launch it from the Game-->Memory Stick menu. No you don't have to have an ISO file to play. Do you have a UMD inserted? The screen will go black if no UMD is inserted.

Put the X and GENOFCHA folder in the root of your memory stick (i.e in X:\ where X is the drive letter of your PSP). In the PSP folder that you got there should be a game folder and in that two other folders (one without a % and one with a %). Put both of these in the PSP\GAME folder in the root of your memory stick. Thats it. Is this how you put it in your memory stick? You don't need a converter.

ok i did all of that... but the screen turns black when i run the game... and then it freezes... cause my friend told me you need to have .iso files in order to run, but in this game there is no .iso file what so ever. all it has inside the GENOFCHA folder is SYSDIR and USRDIR and some other files...

Hmm, it might be a problem with the game you downloaded. Do you have any others to try?
As I said before you don't need an ISO to run some games, some games require you to use it in the extracted form. I will explain why it is not in ISO form: The GENOFCHA folder you have actually contains the files which are in the ISO (they have been extracted). The files in the PSP\GAME folder are the executables that allow you to run the game. The X folder contains PRX files (codec files) and other files which have been extracted from a firmware (the version of the firmware it was extracted from depends on the game). The X file is needed as the game you are trying to play requires a newer firmware (not just because it wants you to update, but because the newer firmwares contain required files/codecs which the older FW1.5 doesn't have).
However despite all this, there is a new method which allows you to use an ISO. First you need to download the boot.bin unpatcher from here: http://rapidshare.de/files/17730561/RunUMD_BOOT.BIN_UNPatcher.rar.html
Use that to unpatch the boot.bin file in the GENOFCHA\SYSDIR\ folder. Now download UMDGen from http://www.umdgen.com Use that to make all of the files in GENOFCHA into an ISO.
Then follow the instructions I posted here:
