Is there a playstation emulater out for the psp yet or will there ever be?

There is one, but it is very slow and can't run any commercial games.

But Sony is planning to make their own official PS1 emulator, so you may be in luck (but I bet they'll charge for the games though).

They will obviously charge for the games and the ps1 emulator would probally be for only 3.0 firmware or somewhere around that.
